Fun Fact: at one point in Kingdom Hearts 358/2 Days, Saix tells Axel to "bring Xion back. Tied and gagged if need be." Unfortunately for DiD fans, what actually happens is that she just falls unconscious after a fight.
I imagine the story behind this pic being that she was caught snooping by criminals and has been trussed up tight while her captors decide what to do with her. Will the rest of the Twilight Town gang come to her rescue?
